He wears brown armor and claims to be a single parent.

Role in Plot

Wyoming sneaks up on him and knocks him out, as he complains about having to do all the work around the base. After waking up, Wyoming attempts to extract information from him, until he receives a call from O'Malley hiring him to assassinate Tucker. No longer having time to interrogate Phil, Wyoming simply decides to kill him.

Personality

Phil is often noted for his whiny character. He complains throughout his encounter with Wyoming, regardless of the danger he is in, going as far as saying "I'm getting bored," while Wyoming is on the phone. He also shown to have poor senses, such as when Wyoming was sneaking up on him, he hears a twig break and blames the wind for it instead.
